The Obama administration will keep a Bush-era rule that plays down the link between climate change and the threatened status of the polar bear. "The Endangered Species Act is not the appropriate tool for us to deal with what is a global issue," said Interior Secretary Ken Salazar in a phone interview. He explained that instead, the Obama administration would continue to push for a cap on US greenhouse gas emissions through legislation.
